: Preheat oven to 350ºF (180ºC). Grease and line a 9” x 9” (2.5L) baking dish with parchment paper, overlapping 2 sides for easy removal.

: Cream butter and brown sugar until smooth. Add eggs, vanilla extract and sweetened condensed milk, beating until incorporated. Gradually add oats, flour and baking powder, beating until combined. Add raisins.

: Press half the dough into prepared dish. Sprinkle with chocolate chips. Top with remaining dough.

: Bake in preheated oven 45 minutes or until a toothpick inserted in center comes out clean. Cool and cut into squares.
