: In medium bowl, combine crumbs, cocoa and rind. Stir in Eagle Brand and water until well blended.

: Fold in chocolate chips. Spread into parchment paper-lined 9” (23 cm) square baking pan.

: Bake in preheated 350ºF (180ºC) oven 25 to 30 minutes or until top springs back when lightly touched. Cool completely; cut into bars.
